A Phase 1 Environmental Site Assessment is a records review and site inspection designed to identify Recognized Environmental Conditions, or RECs, at a property. An REC is anything in the history or current condition of the site that suggests contamination may be present or that a release has occurred. The Phase 1 ESA report documents what was found and provides recommendations for next steps.

The Phase 1 ESA is most commonly required before a commercial real estate transaction closes, but it's also used during due diligence for acquisitions, refinancing, lease negotiations, and redevelopment planning. Completing a Phase 1 Environmental Site Assessment that meets ASTM and All Appropriate Inquiry (AAI) standards is also the basis for the innocent landowner defense under CERCLA, which can protect buyers from liability for contamination they didn't cause.
